(1876-1963)
   Israeli educator. He grew up in the Ukraine, where he taught in Jewish schools. He served as a delegate to the Sixth Zionist Congress, and in 1904 was asked to go to Palestine and survey the possiblity of a high school with Hebrew as its means of instruction. Two years later he helped found the Herzliah Gymnazia where he became a teacher. He was a founder of Tel Aviv. After the Arab riots of 1921, he estabished its Nordia quarter to house Jews who had fled from Arab Jaffa. He served in the Knesset from 1951 to 1955.
