council housing: translation

in the UK, housing funded by local government with help from central government. Started in 1919 to provide for low-paid workers and their families when forced to move due to slum clearance or when housing shortages forced prices out of reach. Housing remains in ownership of the local authority and tenants pay limited rent to it. Much of the better stock has now been transferred to private ownership.
