COWEN, PHILIP

   American journalist and author. He was born in New York. In 1879 he founded the weekly American Hebrew, which he edited and published for 27 years. From 1905 he served as an official of the US Immigration Service at Ellis Island, and in 1906 he went to Russia on a special mission to report on the causes of immigration from eastern Europe.
