   Ukrainian Socialist Zionist leader and writer. He was a founder of Poale Zion in 1906 and served as secretary of the World Confederation of Poale Zion. Having left Russia, he was from 1914 a spokesman for the American Poale Zion and for the World and American Jewish Congress movements. He later returned to the USSR. He analysed the economic and social situation of the Jewish people along Marxist lines, and argued for their settlement in Palestine.
