   American lawyer. Born in Muncie, Indiana, he studied at Harvard University. During World War I he worked as an attorney for the US Shipping Board. Later he opened a law practice in New York. Subsequently he joined President Roosevelt's group of advisers, and was a member of the US delegation to the United Nations General Assembly.
