   Russian historian. Born in Belorussia, he lived in St Petersburg, Odessa, Vilna, Berlin and Riga. He wrote a ten-volume history of the Jewish people, a history of the Jews in Russia and Poland, and a history of Hasidism. In his writings he propounded the doctrine of national autonomy. He believed that the Jews are a nation spiritually and should aspire to social and cultural, rather than political, independence.
